Raipur, Chhattisgarh | Senior IAS officer Shri Vikas Sheel has officially assumed charge as the 13th Chief Secretary of Chhattisgarh at the state secretariat, Mahanadi Bhawan. His appointment marks a significant administrative shift in the state’s top bureaucracy.

Shri Sheel succeeds Amitabh Jain, who is set to retire on September 30, 2025. Before taking over this key role, Vikas Sheel was serving as Executive Director (India) at the Asian Development Bank (ADB), Manila. He was recalled from his international posting to take charge as the state’s top bureaucrat.

Background and Career Highlights

Vikas Sheel is a 1994-batch IAS officer of the Chhattisgarh cadre. Over the span of nearly three decades, he has served in several important positions both in the state government and the Government of India.

He began his administrative career in the erstwhile Madhya Pradesh cadre and opted for the Chhattisgarh cadre after the state’s formation in 2000.

In Chhattisgarh, Shri Sheel has held key posts including:

  • District Collector of Raipur and Bilaspur

  • Secretary, Departments of Education, Health, Food, and General Administration

At the Central Government level, he has worked in major national missions and policy-making roles such as:

  • Mission Director, Jal Jeevan Mission, Ministry of Jal Shakti
